No arthas, in fact is quite the opposite, it would make no sense that the stone would have TF in a mega, remember the conditions that it requires for a Pokémon to become a Mega, one is the mega stone, the other is the key stone held in a mega ring, a strong bond between the trainer and the Pokémon and it only appears during battle, here the only one is the megastone, this one only make him possible the use of it, but it needs to fulfill all the other conditions to make a megaevolution ^^
