Here's the two bros' backstory:

They used to have parents, but after Naga's soldiers showed up, their parents had no choice but to fight and leave them behind for their safety. Luckily, the father was still alive. But he told them to run for it and leave the city while he leads the way. But unfortunately, before they reached their way out, one of the soldiers blocked their path. So the father had no choice but to lend them his power and phoenix form. It came at a big cost: the loss of their memories about their parents and what happened. They got out , but the father sacrificed himself for that. So now they've been separated for a long time. They'll meet up sooner or later. Will they know if they're brothers? Will they remember their past? We'll never know
