So basically, when I commissioned someone a few years ago, they ended up doing it like that. I didn't really question it, and just left it as is. And it kind of became the norm for the character, since its on my ref. There are a few images here and there, were he has more quills. But that's just down to me be extremely lazy, and not bothering to tell the artist. 9 times out of 10 though, they draw 4 quills
