I did it in photoshop, but you could probably use any program with levels adjustment and layers that can be set to 'add' or 'color dodge' mode.
You'd basically just duplicate the full color image into 3 layers, use levels to turn down all the colors except one per layer (r,g,b), then set those layers to add or color dodge (both do the same thing) then you can move them freely
