Hence the 'subsidy' on what was by that point an outdated former military template.
Mass-market templates make for lowered costs than custom work as well as certain future cost savings for the wider economy. (Ex: "This percentage of the population is now basically immune to <disease>, which will lower the number missing work....", "That percentage doesn't exhibit the side-effects to medication X that group Y experiences...", etc)
