not really, because it would still be underage stuff unless that Ralts is somehow an adult without being evolved

pokemon can breed with another pokemon the second it comes out of its egg aparently.. i haven't seen an exception from this.. so... yea breeding is weird... this is the one fact that has annoyed me for a LONG TIME... IS IT ILLEGAL IN POKEMON OR NOT!?

iirc the first form of certain pokemon with evolutionary lines such as Ralts are considered "baby" pokemon and cannot breed unless evolved past said form
