Well that too but can you imagine how they would be in a absolute panic if they also had Bahamut after them? I mean the King of Dragons is no laughing matter. Depending on which incarnation of Bahamut you go with he is either the protector of dragons that simply seek to live in peace or the father of all dragons. In the latter case he is something akin to a god or Demi-god at least for dragons and that's the particular incarnation I had in mind. Having a angry god/demi-god after you would be very unfun.
