It's a verbal tic, a quirky habit. Japanese characters sometimes have those.
Japanese Oomochao from Sonic, Mr Higsby from Megaman Battle Network, most cats that go "nyan", Animal Crossing villagers, etc.

It makes the more wild instinct kick in. Beyond that, it just totally disorients them, so they can be controlled more directly. Works for humans too, discombobulate them, then they lack balance and can be pushed around.
