Well, he's unable to use his healthy lungs to huff puff and blow because then the basket will fly away.
So I thought of Bluster as if he's Wild E. Coyote and Cloe as Road Runner OR Cloe as the kids eating Trix Cereal/Yogurt and Bluster as the Silly Rabbit.
Short answer, he uses his brains to find a way to steal the basket but fails comedically.
