Hillary, or known as the "Nice H2O Tank", is a female H2O water tank. She gives people (also animals) a drink of water. If someone's too lazy to get some water from a river, it's Hilary that gives water to them. Hilary can only carry water from a river, cause sea water would clog her hose. And sometimes just for fun, she would often placed a hose into someone's mouth, or bellybutton (a little weird) and inflated them with water, just like The Evil Bike Pump for air.

It reminds me of Bluekoa64's Evil Bike Pump, but just the opposite of evil.
