Missing no is a glitch in the first pokemon red/blue games. you went off the coast of some island and found this little shore, surfed up and down it till you found the... thing, that looks JUST like what youve posted here, and after you run away/beat it the 6th item in yoru inventory is unlimited or at the maximum amount of items the red/blue versions would allow.
