Not everyone "recruited" into Blaze's kingdom gets a cushy regal job - someone has to tend hand-and-foot (... and tail) to the needs and whims of the higher-ups, no matter how benign or depraved they may be. As it turns out, that duty fell on both Tangle and Whisper.
To be fair, it's not a bad gig - being palace servants certainly beats working in the fields, and it comes with the perks of regular primping and pampering (everyone has to look their best in the palace, even the servants!) and always being near the queen that they adore. In short, they certainly can't complain... the curse won't let them.
