I'm not familiar with the commissioner, this character, or the intent of the customer, but the artists proficiency in depicting a character in this art style is bananas.
Knowing the way those cartoons were often written, I might think this is moments away from a "down on their luck character about to get drawn into a wacky yet harmless get rich quick scheme" type of story breaking out, but in any case I hope their day takes an upturn.
