For the longest time I tried to recall who this dude was but a quick look back in previous chapters and found him. At least in Chapter 4. Also found the page that has the sepia toned panel too!

A-ha! I was right! That red lizard from back in chapter 4 (page 31 in case anyone wants to go back and find the specific page) is the one he’s talking about! Thank you Feretta for the clue about thinking “back to the sequence of events”.
As for who she is, I’m now thinking there’s a connection between her and Ma’Atira (see chapter 2, page 48). They are both red dragons, so maybe related? I get that one is bipedal whilst the other is a quadruped, but Mis’Alia has demonstrated the ability to go from two legs to four, so why not the reverse?

I'm surprised I can't recall seeing if Fen's "manspread" before this page, but you'd think that'd be more often, given that shi has testicles. Though in hir case, I guess "hermspreading" is more apt.
But then, there's more to manspreading than just having testicles; if a seat is too low, it's more comfortable to sit with your knees apart, so maybe Fen is just the right height to not really need to do that very often.
