Powers & Abilities:
Lazer Bug can shoot seven different colored laser beams out of his behind that can cause different effects on people (red causes burns, orange shrinks the victim, yellow makes victims spin and run around like crazy, green drains their life force, blue causes explosions, indigo freezes people in place, and violet causes people to lose it). And, because he's a lightning bug, he's a very good flyer, and can zip past enemies in the blink of an eye.

Bio:
Jess Spectre was born in Bethany Beach, Delaware with an unusual trait: unlike most lightning bugs who just light their butts with just one color, Jess can light his rumpus up in all the colors of the rainbow: red, orange, yellow, green, blue, indigo, and violet. But, it wasn't long before he discovered that his butt fired lasers of those different colors which caused different effects on people. Because of this, he was bullied a lot in school, and in high school, he dropped out to become a juvenile delinquent, using his lasers to commit small time crimes to get back at those who bullied him.
His parents eventually had enough of this, and sent him off to TUFF Academy to both hone his lasers and to teach him some discipline. So, Jess signed up for the TUFF Academy Temple Games, and was put on the same team as Appleconda, Benjamin Bearshilde, Bumpback, Blaire Newton, and Eight-Arm Eddie. It wasn't long before Kitty's school rival, Jessica Spotrunner, saw her team's criminal potential, and convinced them to use their skills for evil rather than good. Jess accepted her offer instantly seeing how he thought it was more fun to use the lasers to commit crime rather than stop them. So, during the Temple Games, he got quite aggressive with his lasers.
That was, until Oliver Spraze ratted on him and his teammates for rigging the Games in their favor. As a result, Jess and the others were disqualified and expelled from TUFF Academy. Jess then fled to Petropolis, California, and continued his old criminal career as the supervillain "Lazer Bug," this time committing bigger more upscale crimes, and offering his services to other crime bosses.
Lazer Bug was eventually arrested for his crimes, and sentenced to life in prison, which was how he got reunited with five of his fellow teammates from TUFF Academy. A few weeks later, he was busted out by the notorious Jack the Ripper, who offered to join him in laying waste to Petropolis on Friday the 13th. Lazer Bug accepted his offer right away, and his first assignment was to hep Jack beat Kitty up while she was in her weakened state. After being rescued by General Guar of all people, Lazer Bug continued to assist Jack in his rampage throughout Petropolis. But, he was then thwarted by Ferenc Kiss in his old Iron Mutt armor while Kitty and Guar did battle with Jack. After Jack's death, Lazer Bug was arrested, and taken back to prison along with his friends.

Personality & Traits:
Out of all the members of Jessica's Temple Games team, Lazer Bug was definitely the least morally sound. He doesn't care about who he hurts with his lasers, whether it be friend or foe, just as long as he gets his reward for his crimes. This disregard to life made him downright insane, and unlike most villains who went nuts, Lazer Bug is glad he went nuts. This is one lightning bug you don't want to mess with.
He also doesn't care much about his old friends at TUFF Academy, even when they teamed up with Jack the Ripper. When Jack offered them to join him, Lazer Bug was the only one willing to join up with, whereas the others were hesitant to do so. But, with the exception of Jack, Lazer Bug really has no regard for his friends, and even pushed them aside during the Temple games.
While his insanity and his disregard for others has brought him down numerous times, Lazer Bug's other big weakness is running out of juice for his laser-powered tushie. When he runs out, he's gotta find a source of electricity like power lines to recharge, which usually takes about 24 hours. And, if his butt gets covered up, he can't use his lasers. But, he's a deranged laser-powered supervillain, and will do anything to scare everyone with his lasers.
