So is this illegal at all? Or would it be akin to being drunk in public? When she talks about trying to go back to school its mentioned that she could get into loads of trouble. And then hints that she may "lose" her too. I'm guessing a jail sentence would take her away but it wouldn't be forever. So something else is being hinted at.
I'm having a hard time understanding her anxiety here.
Does FOY in your world has a high risk of OD? Reading the context clues it seems that she has taken more than would normally be recommended perhaps. Or at least it's affecting her mentally now, regressing her in more than just body. Would this be considered an adverse side affect? Like, "If this lasts more than 8 hours call 1-800-u messedup"?
It's almost as if its an illegal substance (much like drugs). Seeing as she isn't sure what to do it's like there ISNT a hotline to call to the company who makes it. And should she take her to a hospital she could end up in trouble.

From her statement "She'll come right back right?" I believe sammy is worried her brain could be stuck like that forever. Given how young she is at the moment thats functionally death of personality or something close to it.

Assuming that that this is an illegal substance. Also she seems to remember who her "momma" is. So her "personality" or at least memories don't seem to be totally destroyed so it would be a safe bet. Also would that really be "death of personality"? Even when we are young we still display certain personality traits that we keep even into adulthood. Certainly if we don't live through certain situations we may not develop certain quirks but we all still have the same base personality.
I guess the risk here depends on how the FOY water here affects her. If it regresses her mentally does this mean her brain is back to a earlier none fully developed brain. She was fine at first but then kinda "shut down". Even when she looked to be around 10 though our brains are still developing. We don't really know how the brain works so the "database" as it were may have suddenly shrunk leaving her in a developmental state. Or perhaps it put it all into a low usage storage area so the brain properly. Kinda like a computer trying to run a GPU it just doesn't have the resources to run.
I dunno, but I could be nuking this X3. I LOVE thinking these sorts of things out when it comes to stories. It's a lot of fun xD

To cope with the loss of her mommy, Pandora regularly uses FOY (Fountain of Youth) water to make herself a toddler and hide from her feelings, but one big problem is that FOY water is illegal. Anyone caught in possession of FOY water faces steep fines and/or decades of prison. In order to prevent Pandora from being caught, Sammy refuses to let Pandora leave the house while she's regressed.
Which is whats causing the problem here. If it were legal it would be like, alcohol poisoning. You go to the hospital and qualified medical professionals treat it or at least tell you just hold their hair back they'll be puking and fine in a few hours. Not knowing whats going to happen, and NOT knowing answers to difficult questions like how much of her friend is still in there, is whats making her freak out here. At best she's talking about having her entire relationship with her loved one wiped out of her loved ones memory.
Pandora is not recognizing her mother. Her mothers dead, and she's pointing behind Sammy at.. something. Either a fur that reminds her of her mother or a substitute mom from her dreams (or a ghost...) either way is enough cause for a freak out.
Just because you can work it through to a positive outcome doesn't mean someone worried won't work the same information out to a negative outcome. The characters reaction is completely justified here.

Which highlights her dilemma of whether or not to take her to some place for treatment that could leave her facing charges.

Having worked in an Early Onset Dementia Unit during my time as a student mental health nurse, I can tell you that it was the most harrowing experience of my life.
FOY water overdose just reminds me so much of that; I recall one patient (who, given that this was now nearly fifteen years ago, has almost certainly passed away), who was already in the late stages. She no longer had any functioning/accessible memories passed her seventh birthday, and hadn't had any lucid periods for several months. What struck me the most was one particular episode she had, when she had a full emotional breakdown because she couldn't find her father, not understanding or remembering that her father had been dead for several decades. Even her own husband had difficulty calming her down that day. She just kept asking then screaming; "Where's Daddy? I want my Daddy!"
That day will be forever etched onto my soul. :'(

The artwork and writing is amazing - I started getting teary-eyed, seeing Sammy's reaction.
One interesting thing I noticed: during the last two pages, Pandora could only babble, but on this page, she's forming a basic sentence. Perhaps that (fairly scary) side effect of FOY water, is starting to wear off, already.

There is a theory in quantum physics that personality engrams may be impossible to delete so even if you deleted all information from a person's brain the core identity and memory units remain.
This is something of a religion for trans-humanists but it seems relevant to what's going on here also...
