I quite dig the design of this one. Fluffy (feathery), with pretty horns and eyes. I might be additionally biased for having another dragon character with glowy eyes that would look kinda similar to those.
And another thing I just spotted - the stuff below was probably meant to be some smoke/fog stuff. But at the same time it's easy to see those as tree tops and that gives a damn nice dual way you can look at the whole pic. Somewhat more mysterious.
