I think you underestimate the subtlety: it wasn't too apparent until they mentioned revealing the nature of the special forces to get more volunteers.
Though I must wonder if this is where the Manifestors of this country end up if they are caught... It's better than being killed, but I can't help but think it's slightly reminiscent of the Think Tank from The LEGO Movie.
