I'm basing this off the offices of the first law firm I worked at; they were an original, 1931 tenant of the Irving Trust Building (1 Wall Street), and from I was told by older partners there, they didn't get around to having phones everywhere for a few years. And Badger, Goodbody likely hasn't updated its facilities much in the last batch of years, which probably explains much. There were some firms on Wall Street (and a few law firms) that operated in the 1930s in a way Dickens would have recognized.
