Parker Brothers, aside from a 1933/1934 board game based on a Disney version, had done Red Riding Hood board games going back to 1895. Is there texture in the blended colors of the printing? Either grainy & irregular (from the lithograph crayons) or dot-patterns that are a little less regular than the patterns in older colored newspaper comic strips? Then it is also probably lithograph. But if you know any antique dealer or print dealer, they will know specific details to look for with a magnifying glass or eye-loupe.

To be honest, I'm only going by the picture here, so I don't know from nothin', offisa, about no textures. I'm just making assumptions based on what I've seen and what I know (such as that P.B. later did use a lot of lithography, and I'm assuming they used what was a mature technology).
I've been collecting images for a project concerning Alice's Adventures in Wonderland, specifically Chapter IX and X (not that it matters). I'm running across a lot of interesting art from this era. Styles changed a lot between the late 1920s and the Depression Era, and the women's hair styles reflect that.
