I swear I've seen thse two a logn time ago. SOmewehre I saw the first page or two of a comic with a Lopunny with the same hairstyle. Only reason I remember that is because the Lopunny used Charge Beam or something (like we see here) and I immediately thought "Who the heck makes a Special Attacker Lopunny?"

As for his moveset, these characters are built based on character instead of the meta from the games, so this Lopunny being a poor fighter needs range and debuffs to protect himself!
