It was intended to be! It was releasing so late in the SNES era that the project was just ported to the PSX. I imagine that the lengthy load times are for the same reason as the FFV/FFVI rereleases -- instead of keeping the next area in memory, it was easier to just load the *entire game* at every loading screen, and point your subroutines toward where the data you wanted would eventually appear.
