If there are any Jpg artifacts this time, it's cause exporting an image from Flash in PNG format makes it impossible for me to load it into Photoshop to create the Thumbnail.

Have you tried using the TIFF format instead? That's compatible with Photoshop and is suppose to be a really good high quality format. I can't remember if Flash can export to TIFF though.
