I don't have the money right to actually buy one of these things, but I had heard about Hero Forge from other furries in the fandom that have done this, so I was just playing around with the site yesterday, when I came up with this figurine (which I took a screenshot of). Hero Forge doesn't have all the things I wish I did, so I settled for this look, but the bull you see here (although on Hero Forge, it's a Minotaur), dressed in a suit and tie, is the celebrated circuit court judge Ken Marcus. (Hero Forge doesn't have the traditional judge's robe.) When Leo the Patriotic Lion was elected President of the United States, Judge Marcus became the U.S. Attorney General.

How exactly would you need him to be an "anthro bull" as opposed to a Minotaur? There are options for changing the feet if you want human-like feet with shoes. It's in the "body" menu. Click "Body" then choose "Legs" and then click on "Human"
You can also start with a human, go to Head, then in the Face menu, find the "Bovine Features". You'll also need to select Ears and choose "Faun Ears", some kind of hair, and then find the Horns menu if you go that route.

I think I just meant to say that when I first imagined the character, he was a full anthro bull. Hero Forge doesn't have that option, though, so I made do with what I had to work with.

I tried seeing if changing the hands to either "frog paws" (which have three fingers) or "insect claws" (which have two fingers and a thumb) would be a substitute for hoof-hands, but the insectoid paw was too scaley-looking and the frog paw didn't quite work, either.
At least they did add animal paws so the anthro characters don't have human fingernails. In the printed figurines you really can't tell the difference, but in the CGI models it's distracting.
