For reference, I made a diagram a while back showing the distinct differences between tights, leggings, stockings panties and pantyhose (since a lot of artists seem to confuse them.)

Cinderace would be a good example of a Pokemon that wears shorts and knee-high sports socks. Raboot obviously wears a sweater-jacket with pants and a bandanna, Kirlia and Gardevoir both wear tights; the former with a tutu and the latter a gown (Mega Gardevoir also wears long-gloves); Chespin wears a hoodie, Unovan Lilligant wears a ball-gown and Hisuian Lilligant a ballet tutu with tights and pointy-toe'd shows.
