....This person really doesn't have a life...at all. I don't say this lightly, but to make -THREE- accounts with the sole purpose to spam someone's page over and over...on nearly -ALL- of these pages is kinda damning evidence they need to turn the computer off and go outside and breathe fresh air for once.
Imagine thinking this poorly-run hellsite can do something like that~
I mean, it COULD if people who run this site took the bad dragon dildos out of their poopers for five minutes and actually got a decent moderation team but they're too busy being a bunch of coombrainers, so they just do account bans without bothering with IP bans.
They've had this problem for years in allowing stalkers and chronic harassers to do this shit, no reason to believe it's ever going to change either.

No, they just don't have IP blocking. VPNs do not circumvent IP bans.
The very first thing you do when you decide to ban by IP address is you a priori ban all of the public proxy and VPN endpoints.
There are a number of companies which sell VPN, proxy, and TOR endpoint IP address lists as a service.
There are also free services, where they simply run some DNS servers, and you use a DNS reverse lookup of the IP address, and if you get a name back, rather than a record not found, then you simply send the connection to your ābannedā page.
So if you decide to ban by IP address, the first thing that stops working are the VPNs, proxies, and TOR. Which you might not notice, unless youāre already using a VPN.
And then they ban you andā¦ āWow, why canāt I get around this ban?!?ā
Answer: the people who set up the IP banning system werenāt idiots.

Yeah, no doubt that they're behind the times here and slow to catch up. My understanding is that this site is built on ancient and creaking code, so any major update takes immense labor, and it's not like they have unlimited funds to throw at the issue.

The problem is that while they DO have an IP ban, they fucked up the part where you ban public IP address lists. Meaning, you can say shit on, say, public wi-fi, get banned, and then just change the DNS at the public location and immediately have a new IP.
Given this psychotic little freak has enough time to post on every image, but seems to disappear after an account ban, it tells me he does this in batches, probably goes to, like, a McDonald's or something and just sits on his phone or whatever creating new accounts and goonposts until he gets caught.
As for VPNs, they all have an endpoint. Think of it like a tunnel dug underground; you go through it to get under the walls, the blocks, but you have to come up at a certain point, and that hole is something that is made known to other companies by the VPN providers; VPN providers aren't doing what they do out of the kindness of their hearts, they're doing it for profit and they work with other companies and SST providers and encryption providers, and that information is not proprietary... not in the age of the modern internet, which we've all allowed to become corporatized and sanitized in the name of "clamping down on hate" or whatever other buzzwords corporate tools used to fool everyone...
VPNs allow a modicum of privacy but this ain't the wild west internet anymore. We're all exposed no matter how much we think we're not. The bigger a VPN provider, the more likely its encryption schemes are known to others through data leaks and industrial espionage and many other tactics used, which is sold amongst other IT companies for various purposes... such as creating IP ban lists. Hell, people still unironically think China doesn't specifically use VPN endpoint-tracking to monitor dissidents who are trying to circumvent the Great Firewall without the sufficient social credit score to 'legally' do so.

I appreciate the advice, although this isn't a situation where I am going to stew angrily and vent my endless frustrations at someone for their cheap amusement because I can't see that writing on the wall in the futility of convincing them of their own stupidity while I succumb to my own, it's an interesting situation with a conditionally interesting person and trying to dissect and analyse people through their words/exchanges to figure out how they think is fun and at times useful.
