Chuong: Yup it's normal for the karaoke and dance music to go on full blast at night until 4 in the morning in my country. Female furs are statistically the majority though lots of male furs do this too. We also have homeowners associations but ours are lax as they're more concerned about the appearance, safety, and maintainance of our homes than noise.
Neon Blade: Loud music at nighttime are common in the central business districts of our cities in Japan too.
Zax: In America, this would be considered a noise complaint as well as disturbing the peace.
Nadav: In Israel, most of our holidays have lots of music and dancing. Try visiting Israel during Purim; party vans, dancing, loud music, etc. If you complain about noise in Israel during Purim, we'd tell you to pack up and leave.

Super C: Most of the time when I've complained, it was somebody driving their car around playing their stereo at full blast, and 9 times out of 10, it was rap music with a profanity in every other lyric.
Cripto: There are plenty of cleaner rap songs out there, but the only ones I know are songs about Knuckles the Echidna.

Nadav: In Israel during Purim, people break out the party vans with Israeli trance music on full blast at night. On top of this, if there's a wedding, dancing and loud music. Family just birthed a child? Dancing and loud music. Child has birthday? Dancing and loud music. We don't consider these things as noise complaints. Instead, we're more concerned of things that are actually threatening.
Chuong: Sounds about right back in Vietnam. Explosions and gunshots are concerning but breaking out the karaoke on max until 4 in the morning is not. Of course, we are on Earth, where every country has their own standards and laws. I know in America, a noise complaint can be investigated.
Snowstorm: In Iceland, if my people file a noise complaint against you, expect the entire nation to dig in to your business before we complain to you. It's bad enough that we wake up to volcanoes on a near-annual basis as it is.
