(so I've been planning this whole Halloween special biome, where nightmares comes true... whatever that means)
These fogs randomly appears on the middle of the sea, no one would want to get into it right? ....................right?

A strange phenomenon. This "Fog of the Damned" have never manifested until a few dozens of decades ago. It never forms on the same spot twice... but it's always so far from land a boat is needed to reach it.
Every day, more commonly on foggy days, said fog have a very small chance to manifest at 6am in the morning, and always disappears at 7am. Notes from various records shows that this fog is a portal of some sort. Strangely enough, this "portal" have strange specific rules. To enter it, one must ride a boat, or a submersible that's able to travel with at least 30% of it breaching the water. If the criteria are met, they should, after navigating this thick fog for some times, find themselves in the Weeper's Mangrove.
