It's used to convey different things and usually used to make a statement, sometimes of disgust, anger, or in this case, distrust. In their mind she's led them astray too many times, and the believe their world is crumbling around them, the one to blame is in that room so they are distrustful of her. Not to the point of losing their loyalty, but to the point of not trusting everything she wants them to believe. She's a God, yet even a God can't prevent their anguish, sorrow, and hopelessness. Using the environment to convey emotion and plot points take a lot of talent and practice. It's a striking disassociation here and done very well.
Originally, Lynus would just come in and talk to the council, but then we added the tea set to the scene, so the council could ignore the gesture. I'm really glad we came up with that idea at the last minute, because (as you already said), it did add some subtle hints about the morale of the old guardians :)
All things considered, you can't really blame them.
Every god with the exception of Alexander. who seems to be in trouble, is dead.
Since the prologue, things seem to have gotten a lot worse, in regards to the chaos.
And to top it all of, based on what the council has stated, hardly anyone wants to be a Guardian, so there's even less individuals to combat the chaos.
From how things are looking, it appears they're at their breaking point.
Every god with the exception of Alexander. who seems to be in trouble, is dead.

And to top it all of, based on what the council has stated, hardly anyone wants to be a Guardian, so there's even less individuals to combat the chaos.

He'd be more snappy about how the World's going to crap and pretty much everybody's actually doing nothing about it beyond whining about it.
...Yes, I can imagine the flat glares Nigel would receive from the others... But he would have a point. Most of the Council seem to keep expecting miracles to fall into their laps, nevermind that whatever Rah'Jah is, he's pretty much the bloke pulling the string that unravels the Tapestry... And the Guardians are pretty much empowered Warriors fighting a Force that can keep spawning disposable Cannon Fodder to overwhelm their Unique powers.
A Good Comparison would be "Jedi Council vs CIS droid army"... Had it not been for the Clone Army's arrival, The Council would have been wiped out there and then.
The Guardians are basically like the Jedi, while Rah'Jan's forces are the CIS. They have too few numbers and the rest of the World seems to overrely on the guardians, so they barely have a fighting force to counter them beyond maybe a few small standing armies. (Nigel's Family were mentioned to have had some of their ancestors be Generals and army commanders... Armies that notably hardly appear to try and impose a resistance against the darkness.)

Though the majority of the fault is on the parents, no small share of that fault is all the tree of life's. our boy was rejected. and as far as well can see, no one has offered him sanctuary or comfort of any kind. yes the tree of life did try to offer him comforting words, but as far as we have seen, hasn't taken any measurable action to do anything about it.
I am not sure if she just assumes our boy will just fall in line if she makes her offer, or if she has something in mind that would actually make him want to take part in this.
either way, its going to be interesting to see how this plays out.
