Quite interesting to see, from I can gather, the less emotive she was the more people followed her, and over time as she become more like an individual with feelings and emotions, while tragedy continued to get worse, the populaces faith in her seemed to have slowly dwindled.
Is this a flashback from before the Guardian there was taken over? If so, this really, really surprised me because you hid that little twist until the "end" and it made me feel for these two. If this is indeed a flashback, then it makes me happy and sad, what with how their relationship was, and what it became. It explains why he didn't want to believe whatever Rah'Jan (Sp?) made him see.
If this isn't a sort of flashback then feel free to ignore this. I thought it was a flashback because of how short the Guardian here is, when he seemed so tall before. I could be COMPLETELY off though.

I think Luna has these doubts now because in the past there was never anything that tested her to the point of putting her against a wall like now, which is perfectly understandable. The times, as well as the way in which people act, are constantly changing and one must know how to adapt to all this or, otherwise, one will end up being defeated and/or subjugated by what and/or those who represent an obstacle in a certain way.
