I don't think that's actually the Guardian of the forest. I think it's an impostor.
Item 1) he's in remarkedly good health considering the condition of the forest and its sprites.
Item 2) His pendant. It looks a LOT like Roko's "ball," and note his eyes are the exact same color as the pendant. The only other deer character has green eyes.
I could be wrong, but I suspect this guy is himself a real puppet, and is trying to find a way to release the Puppetmancer's power.

Dude might BE the Puppetmancer. That the Puppetmancer might be a rogue yokai makes a lot of sense, and what better way to throw suspicion off yourself than accusing the people that may uncover you? Even explains why Roko was targeted immediately - he's also a yokai and would instantly recognize the shishigami for exactly what he is.
