I'm about to find out, once I get my personal bear suit completed; I'm planning on having a wireless mic in the head and a moving jaw, with the most dexterous fingers I can achieve in the paws.
For this show's purposes, Laser doesn't actually don the head until near the end of the first act and has very few lines he needs to deliver while wearing it, so it would be overkill. There are other areas that need time and money thrown at them first...
