Here's a villain that works Brother Grimskull at VillainCo in "Heroes, Ltd.," a ghost themed supervillain by the name of Ghost Gal. I was inspired by the Ghost from "Ant-Man and the Wasp" when designing this character, and given my thing for covered up ladies, I figured a ghost villain would be pretty cool to see. Just, don't put a rock in her trick-or-treat bag, or she'll beat you up. ^^;

Ghost Gal has hi-tech gadgets built into her ghost costume that allow her to fly in the air, phase through solid objects, turn invisible, and take control of someone else. She's a skilled jewel thief, able to break into highly secure locations, and can override even the most complicated security system (her ghosting abilities make it feel like she was never there at all). She's also highly skilled in martial arts, having a black belt in Brazilian jui-jitsu.

Bio:
Born in Salem, Massachusetts, Cassie Reagan has always been fascinated by the supernatural and the occult. She would often learn about her hometown's past involving the infamous Salem Witch Trials, and she discovered something that the historians overlooked or didn't realize: the so-called "witchcraft" that got the town up in hysterics was actually caused by the ghosts of Native Americans that were killed by settlers looking for revenge against them. This greatly fascinated Cassie, and she began studying more about ghosts and how they were able to be invisible to the human eye. So, during her college years, she studied bioengineering, and developed gadgets that would turn its user invisible, as well as other ghosting abilities such as flying, possession, and phasing through solid objects.
However, her claims were deemed "impossible" by her colleagues, and Cassie was shunned by the community. She later found out that her father was once a skilled jewel thief known as "The Phantom," she found a good use for her new gadgets. After graduating from college, she returned to Salem to seek out her father, who was actually in jail for his crimes, and he was able to give her all of his secrets in a folder he set up in case she found out his secret. After reading up everything her dad left for her, Cassie was able to familiarize herself with the world of jewel thievery. She then integrated her ghosting gadgets into an old Halloween costume she wore when she was in high school, and decided to carry on her father's thieving legacy as Ghost Gal, pulling off various heists that most thieves believed would be impossible.
Thanks to her ghosting abilities, Ghost Gal became a very effective jewel thief. She would always find a way to override any complicated security system as if it was nothing, and she would use her abilities to make it feel like she was never there to begin with. One job, however, would change her life forever. After receiving an anonymous letter to pull off stealing the Crown Jewels from the Tower of London, Ghost Gal arrived there to pull off what she believed would be the biggest heist of her life. After getting through all the security in the Tower, and finally reached where the Crown Jewels were, she quickly saw that the jewels were all glass duplicates. Just then, Brother Grimskull and a couple of his henchmen arrived, and he told her that it was all a test to see if she was worthy of becoming part of VillainCo. At first, Ghost Gal was annoyed that she couldn't get the actual Crown Jewels, but after realizing that her ghosting powers could be useful for VillainCo, she accepted Brother Grimskull's offer, and started work at VillainCo immediately.
During her time at VillainCo, Ghost Gal proved to be quite an asset to the company, even though Brother Grimskull doesn't seem to appreciate her ghosting abilities at times. She would cross paths with various heroes from their biggest competitor, Heroes, Ltd., but one hero that gave her plenty of trouble was the Djinni, a mystical djinni that American Eagle found in Morocco. She went to one of her magic shows while she was Tahira Jensen the Magnificent, and she didn't like her magic tricks believing they were fake on purpose. After the show, she noticed that Tahira was acting suspiciously, so through the use of her ghosting abilities, she was able to sneak into her dressing room and discovered that she was actually the Djinni, and she was pursuing a career in magic as a side hustle. The two of them fought, but the Djinni was able to use her magic to override her ghosting gadgets, making her visible so she can see her. Afterwards, Ghost Gal was arrested, but she was able to repair her ghosting gadgets and escaped. Ghost Gal then returned to VillainCo, but she still vowed to get even with the Djinni one day for using her magic powers on her.

Strengths:
-Highly intelligent when it comes to pulling off jewel heists and creating ghosting gadgets
-Ghosting abilities allow her to escape capture easily
-Knows Brazilian jui-jitsu, and can hold her own in a fight
-Very good in a team setting, even though she doesn't like to admit it
-Devotion to VillainCo has made her a reliable asset to Brother Grimskull
-A good actor, as evidenced by how well she can possess her victims
-Can easily tell the difference between a real jewel and a fake one

Weaknesses:
-Greedy nature has gotten her in trouble numerous times
-While her gadgets are reliable, they have a tendency to break down easily
-Not a good sewer, which explains the tattered look of her costume
-Gets frustrated easily when presented with an unfamiliar security system
-Has a tendency to trip over on her own costume
-Obsession with the supernatural had made her socially awkward around others, even her own co-workers
-Not very durable, even with her ghosting abilities
