A "figure" refers to how much of the character is visible within a panel. One figure is a full head-to-toe/tail drawing, and costs twice as much as a torso, bust, or close-up on the body, a "half-figure". The reason being that posing and staging a full figure is harder to do than a half-figure.
Basing commissions off of "figures" rather than "panels" makes for a more realistic estimate of how much effort a drawing will take me. It also means that I could, theoretically, accept a commission of 14 head-shot panels, priced the same as 7 full-body panels.
