Well, falling into the water just prevents him from taking further damage. Unless he gets some sort of healing factor for being in the water, he's going to be suffering from that for quite some time.

You got that right!!!!! If he was NOT in water, Electric-type moves would NOT be very effective against Grass-types. Given that the Guardian uses vines to attack, he can be considered as a Grass-type and as I said earlier, Electric-type moves wouldn't deal a lot of damage. Fire-type moves on the other paw, are super effective against Grass-types, but Fire-types are weak to Water-type moves, while Grass-types are stronger against Water-types. Please don't go after Snow B.A.R. Leopardcess for this, she LOVES Pokemon and can get carried away.
