A bit more exposition coming and I'll just be up front and say that other than world building and exposition, this chapter is one big red herring as none of the things mentioned have any relevance to the story. Chekov's Gun would say that never show something unless you intend on using it. But Foznetal is mentioned but they never go there at all in this story (they do, however, in the other two books of the Esana Trilogy). Rijik is mentioned, but they never go there at all in this story (they do in book 3). The cross is mentioned to being used to judge the worthiness of kings and clergy and that's never brought up again, nor is that vampires would routinely take a pilgrimage to view the cross. This chapter helps serve the overall narrative of the trilogy as a whole, but for this one story, this chapter could have been removed and almost nothing would have been lost.
