With great power comes great political intrigue

While astonishingly powerful, Daryil doesn't want to make too many waves. Back in the DMFA era, dragons tended to murder everyone who got more powerful than they liked. But even after that threat has abated, you still can't just stomp around and do what you like.
Daryil is basically like some weird prince taking over a kingdom - the neighbouring kingdoms are all worried in case he does anything hostile, and have contingency plans for that.
