When I first read the update, I thought the reasoning for targeting digimon and pokemon was due to the evolutionary stages. you could say a machop or agumon was over 18 years old, but they would look about the same as ones in their preteens (hence them bringing up the vampire loophole). I still think the new policy is a bit too much, I'm just trying to explain what they might have been thinking.
