His name stands for man-made intelligent overseer, he was originally a government who's job was to watch over a facility, instruct the people who worked there on things that needed done, ect.
And after old earth turned into a wasteland and everyone died or fled, he saw no reason to stay around and used materials in the facility to construct a body he now wanders the wasteland, gathering information that interests him.
