unfortunately those who do not understand that response are not creative, themselves... but they are in a position of decisions.

Maybe in a perfect world, but through the years in the fandom I've seen a fair number of digital artists that:
-draw over photos/3D models (tracing)
-copypaste stock graphics (most common offender are pictures with sky and mountains, but I've also seen photos of RL buildings)
-copypaste entire bodyparts from their older arts to use in new pieces (celart/vector artists are notorius for this, "drawing hands is hard you know")
In this regard a number of artist are no better then those AI image generators.
For me it depends mainly on the commissioners tastes, people who frequent in those boring, generic YCH pose pin-ups/ass-shots/bust-shots, will be better of using an AI prompt to generate a bunch, but if someone wants a crafted scene with multiple characters, complex emotion and interaction - he will be better leaving that to a proper artist.
