I doubt I'll ever have an opportunity to give a detailed geopolitical explanation of their world, but their continent is broken down into a huge mess of small countries and city-states with an absurdly complex knot of diplomatic relationships. Renfeld is several kingdoms away from their city. So this is kind of like someone in France mentioning there's a warrant for their arrest in Egypt. Which is actually only half of why Celine is completely confident there will be no consequences to admitting to that.
