So, to babble about more political/legal stuff in this setting, most of the city-states and kingdoms have laws either permitting or reducing the severity of crimes when committed against monsters or "persons of ill repute" which date back to pre-adventuring days where most of that was handled by mob-justice. The fact that her victims were also criminals makes it go from unlikely to pretty much impossible that any of them would extradite or permit her arrest for that warrant within their borders.
