I was asked about how I did the feathers on This piece and decided I could make a quick tutorial about it for anyone else curious about it as well.

It's deceptively simple - the default dry ink brush in CSP does a lot of the heavy lifting regarding texture. I just fix it up here and there to make it look cleaner. If you want to draw something to this effect, you definitely don't want to overdo any rendering & detailing, since the goal is to imply detail rather than draw everything out. And mind the direction of your strokes as well or it might make your shapes messy and unreadable.
