If dragons do get THIS big, then from a civil engineering standpoint the king should just strap the castle and surrounding villages to the dragon itself, and learn to live at high attitudes and adapt to high-G maneuvers.

Maybe put the kingdom on a gyroscopic stabilizer carried by a super huge dragon. But then we're entering giant turtles level of superstructures...
