At some point I got inspired by Vaporeon's abilities, so Rain had an ability to absorb water (for a short amount of time) too.
In lore, his species helped farmers to bring water from far distances and then evaporate it. Of course Rain was defective: he couldn't control the absorption/evaporation processes. So, ironically, Rain was afraid of rain, let alone downpours.
Absorption is an uncontrollable process for him, so Rain can become unconscious if his body absorbs too much water.

This small comic was supposed to show what could happen if Rain won't be able to find a shelter in time.
