Ok, for anyone REALLY curious about how this scheme worked.
The bot/actors cannot make any permanent changes to the infrastructure of the setting or or cause severe damage to park property and they're limited to in-character activity and behaviors. In order to level the saloon and buy it out (in character) Clotho sent a message to John that was, for rules purposes, framed as an ad for the planet which proposed he come there and fake a kidnapping to lure in someone trying to rescue him. Since the rescuing forces wouldn't be bound by the same regulations it'd be easy to push a fight in the saloon into enough collateral damage to destroy it.
The fact that the rescuer turned out to be JU-57, a robot and therefore not someone protected by rules that control the planet, was just good luck on her part.
