So the Hologram is being projected by one of the scrub bots.

As part of Atropos' issues she attempted to recreate the personalities of most of the dead crew in the scrub bots. Between the captain being the one she had the most complete memories of and that Scrub Bot 721 managed to bargain their way towards independence from Atropos, they ended up being able to build their own hologram emitter and develop their own life.
