That device is an Emergency Field Diagnostics Kit. It's basically a whole bunch of sampling and monitoring equipment normally for use on battlefields. It ended up becoming a more general tool for anywhere that might not have access to a proper medical facility, the station has them so anyone working in the field on the planet can use it.
