Interior or exterior issues?
If it's exterior, it depends on the utility or government to fix it and nothing is going to happen. It takes years of documentation in the correct methods to get acknowledged.
Interior is all based on how fast the homeowner is willing to spend money on the electrician.

Not entirely sure. I think it's interior since I haven't heard of anyone else being affected. But beyond that I can't say. The maintenance guy seems to think a power surge took out the appliances in question, but I'm not 100% sure myself that it isn't a sign of a more severe issue.
