The outfits and weaponry remind me of old John Carter of Mars comics I used to read with one exception. They're grossly overdressed. LOL.

This is supposed to be a promotional photo, like a theater sign, for the Rocket Rat series of movie serials. While Rain Island didn't have a Hays Code per se, the syndicate did know their audience; i.e., little kids and the fathers.
